Our expert team consists of over 30 years combined solutions experience, offering unique personalities, different perspectives, fresh ideas, professionalism, and proven industry expertise.

Chuck Hill, PSI’s president, has spent the past nine years as the off-site project and contract manager for the Territory of the Virgin Islands computerized welfare system, CARIBS. In addition to contributing to the project as one of its original developers and managers, he is a demonstrated leader with a strong business orientation. He is particularly defined by his success at coaching, developing, and motivating others, as well as managing, controlling, and implementing complex projects. He is a maestro with Rapid Application Development techniques; including JAD facilitation, Data Modeling, Prototyping and Program Design and Development. Chuck is currently responsible for the direction of on and off-site staff, contract management, quality assurance and technical consulting.

Mila Liden is the Vice President of the Caribbean Office and the on-site project manager for the CARIBS project, a role she has served in for the past eight years. She is a data processing professional with over 16 years experience as systems analyst and programmer in mainframe, mini and PC environments. She is experienced in the design and development of financial, sales and banking applications using Natural, ADABAS, Construct, and PC-TEP/Credit. Her previous government experience was working with the State of Minnesota Child Support Enforcement Division’s PRISM system where she was involved in its analysis, design, and development.

Cindy Hill has been PSI’s controller for 19 years and handles a wide range of responsibilities ranging from human resources to accounting. Always a numbers person, Cindy began her career in accounting at 1st Bank before moving to the accounting department at the advertising agency Fallon, where she worked for 14 years.
